1. Background

CRS has a long history of working with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has received more than $884 million to implement programs in 27 countries, including nine where CRS serves (or has served) as a Principal Recipient. For the current 2021-2023 three-year cycle, CRS has a confirmed portfolio of seven Principal Recipient grants for a total 3-year budget of approximately $630 million, in addition to several sub-recipient and service provider contracts. services.

CRS’ Strategy 2030 emphasizes the promotion of local leadership in the countries where CRS operates. Directly aligned with this commitment, CRS’ High Performing Implementers (HPI) initiative aims to support national government partners to become and ultimately remain strong Principal Recipients of Global Fund grants. Working with in-country partners, CRS has begun implementing this structured, partner-led capacity building approach in the current 2021-2023 grant cycle in five priority countries and is bringing together a global HPI support team to provide support. direct and comprehensive capacity building to national partners. in priority countries according to their needs.

2. Main objective

A consultant is needed to support CRS and in-country partners in communicating HPI progress and results within CRS and with external stakeholders, including Country Coordinating Mechanisms, the Global Fund, and other parties key stakeholders. The consultant will create content and use effective communication channels to demonstrate the value and results coming from the HPI Initiative. The consultant will engage in the production of effective communication materials including videos, photos, stories and social media content.

3. Specific tasks

The consultant’s activities will include the following:

  1. Review all contextual content provided regarding HPI, the Global Fund and the external environment.
  2. Develop a brochure presenting the HPI Initiative (1 brochure).
  3. Develop three (3) HPI overview presentations in PowerPoint for three different audiences (3 in total).
  4. Develop a fact sheet for each HPI country (6) and for the HPI Initiative as a whole (7 in total).
  5. Develop a brief (2 pages) for each capacity area supported by HPI (4 briefs total).
  6. Develop a bi-monthly HPI digital newsletter for CRS country programs and executive leadership (4 newsletters in total).
  7. Develop a quarterly digital briefing for the Global Fund on HPI (3 quarterly briefings in total).
  8. Develop three short videos showcasing HPI’s work (3 short videos in total).

Ensure that all HPI-related communications comply with CRS branding and publishing guidelines and donor requirements and receive appropriate approvals before publication.

4. Deliverables and deadlines

The mission takes place from July 25, 2022 to March 25, 2023. The consultant will produce the deliverables according to the following schedule:

5. Qualifications

Languages ​​required: Fluent English and fluent French required.

Qualifications:

  • Experience in photography and videography
  • Proven track record of successful marketing and communications campaigns
  • Strong understanding of international media
  • Proven track record of high profile media placements
  • Cultural sensitivity, patience, flexibility and the ability to work well in a multi-sector and multi-cultural team
  • Knowledge of the Global Fund preferred
